¿What is't?
It is a learning space that facilitates dialogue around different topics related to peace and reconciliation. It also allows international guests to learn, on the ground, how the reintegration and reintegration processes have been implemented in Colombia.
Thanks to these experiences, technical exchange of experiences and knowledge is promoted to socialize and position the Reintegration and Reincorporation Public Policy, in addition to disseminating the co-responsibility strategy that allows the commitment of new partners, to contribute from their knowledge to the ex-combatant population in Colombia.
Background
The Colombian state has promoted the creation of spaces with representatives of national and international organizations, in order to exchange knowledge relating to reintegration, reincorporation and peace consolidation.
In this respect, one of the main commitments of the Reincorporation and Normalization Agency (ARN for its acronym in Spanish) has been to fully organize South-South Technical Cooperation Tours. In the context, significant achievements have been accomplished around the exchange of learned lessons, best practices and strategies among countries that face challenges on peacebuilding.
Therefore, the seventh version of the South-South Cooperation Tour will be held in September 2019, in order to go over on the conversations and priorities addressed in the previous versions of the Tour and also discuss the new challenges in terms of reincorporation in Colombia and initiatives in other countries affected by the conflict.
Tour topics
• Reincorporation
Reincorporation is a process of socio - economic stabilization of the ex – combatants who surrendered their weapons, within the framework of the signing of the Final Agreement between the State and the Revolutionary Armed Forces of Colombia - People's Army (Farc-Ep - Fuerzas Armadas Revolucionarias de Colombia - Ejército del Pueblo – for its acronym in Spanish). In this aspect, the national Government is committed to the sustainable return to legality and the autonomous exercise of their citizenship, by overcoming the risk factors.
The CTSS VII Tour seeks the exchange of lessons learned, best practices and recommendations of international and national experts, through dialog on the strategies that have been developed with success both in the national context and as in other contexts in the field of reincorporation. The above, taking into account perspectives such as income generation, differential approaches, gender, co - responsibility and communities.
Similarly, it is expected to disseminate the lessons learned in Colombia, in order to become a reference framework for other countries working for the consolidation of peace, coexistence and reconciliation.
• Income Generation.
Income generation is one of the vital components in order for the reincorporation process of the participants to be effective, guaranteeing material equity and the permanence in legality. The above is to be achieved through the sustainability, competency development and psycho - social and technical support. Therefore, different factors have been identified and will be addressed:
• Productive Projects
• Labor Inclusion
• Housing
• Differential of gender.
A successful reincorporation process is flexible and takes into account the particularities of the context of life, needs and interests of the population being targeted. This is how the ARN, thanks to institutional learning, has evolved to provide care according to the above factors specific to the participants.
• Co - responsibility
Within the framework of the ARN’s action, the development of Co - responsibility has been fundamental as a cross-cutting axis in order to promote visibility, positioning and strengthening of policies of reintegration and reincorporation. This through the generation of alliances with private - sector actors, the international community and the third sector.
Taking into account the situation of the country that involves challenges and defiances in terms of peace building, the need for inter - institutional coordination is exacerbated. It is for this reason that in this version of the Tour the visibility and successful exchange of experiences and initiatives of territorial, national and international natures have been prioritized as a result of collaborative work with external actors.
• Communities and reconciliation
The work focused on the receiving communities of the population being targeted by the ARN, has been a success factor in the implementation of the National Policy for the Social and Economic Reincorporation and Reintegration, (Política Nacional para la Reintegración y la Reincorporación Social y Económica - in Spanish) promoting reconciliation scenarios through empathy and recognition of the other. The foregoing, in favor of the restoration of confidence, peaceful coexistence and peace building in the territories.
In this regard, the CTSS VII Tour will facilitate dialog with a view to achieve an inclusive and sustainable regional development that takes into account new community dynamics outside of the armed conflict, favoring the creation of protective environments as a mechanism for preventing the recruitment of boys, girls, adolescents and young people – (NNAJ,- Niños, Niñas, Adolescentes y Jóvenes - for its acronym in Spanish) as well as the adequacy of the processes and institutional offer for the strengthening of the social fabric.
Guests
Taking into account the nature of the Tour, we have invited representatives of foreign governments, leaders of civil society organizations, private sector leaders, representatives of the national and international academy, as well as managers and authorities of entities at the national, regional and local levels. The foregoing, taking into consideration the experience and knowledge that will enrich the debate around the reincorporation, reintegration and stabilization processes.
