Within the framework of the Final Agreement for the Termination of the Conflict and the Construction of a Stable and Lasting Peace (Peace Agreement), the National Government and the FARC-EP, agreed on point 3.2., what is related to the reincorporation of the FARC-EP to civilian life in the economic, social and political aspects according to their interests and in particular point 3.2.2 what is concerned to the economic and social Reincorporation.

In order to implement what was agreed on this matter, it was necessary to established what was agreed in the Final Agreement normatively and in view of the foregoing, Decree No. 899 of May 29, 2017 was issued: "By which measures and instruments are established to the collective and individual economic and social reintegration by the FARC - EP members in accordance with the Final Agreement…".

National Council for Reincorporation

 The Final Agreement for the Termination of the Conflict and the Construction of a Stable and Lasting Peace, in point 3 relative to the End of the Conflict, establishes that the reincorporation of the FARC-EP, shall be defined by the National Council for Reincorporation, also known by its acronym CNR (Consejo Nacional de Reincorporación – for its acronym in Spanish).

The CNR was created as an instance through Decree 2027 of 2016, on December 7 2016, and is composed by: two (02) members of the National Government (José Emilio Archila Peñalosa - High Counselor for Stabilization / Andrés Stapper - ARN General Director) and two (02) FARC-EP members (Pastor Alape and Luis Ernesto Medina).

The CNR may invite government agencies, social organizations and international development agencies to carry out its functions.

 

Former Territorial Spaces for Training and Reincorporation

Upon the conclusion of the Transitory Normalization Township Zones on August the 15th, 2017, there began the Territorial Spaces for Training and Reincorporation (ETCRs – from its original Spanish language initials - Espacios Territoriales de Capacitación y Reincorporación) for a 2-year term. Thereafter, said spaces came to be known as the current Former Territorial Spaces for Training and Reincorporation (AETCRs - from its original Spanish language initials – Antiguos Espacios Territoriales de Capacitación y Reincorporación).

AETCRs are managed by ARN. Training and early reincorporation activities are carried out in these spaces with the aim of facilitating the initial phases of adaptation of Farc-Ep members to civilian life. By the same token, these actions seek to contribute to the surrounding communities in a positive fashion.

AETCRs are also an opportunity to bring local public services (Governors and Mayors' offices) closer to the population that lives there. Now, since the former Farc-Ep members received their accreditation and the Transitory Normalization Township Zones finished, they have full citizenship and the right of free movement, and are not required to be in the AETCR. For this reason, the reincorporation offer is being rolled out both inside and outside of there spaces. (See the georeferencing for AETCRs here).
