Dr. Martinez Arteta is an Attorney at Law graduated from Universidad del Norte at Barranquilla, and holds a grad specialization degree in Administrative Law and a Master's degree in Public Law from Universidad Externado de Colombia.

His work experience dates back to 2009. Martinez Arteta provided his professional services at the High Council for the Social and Economic Reintegration of People and Armed Groups in Arms and has been with the Agency since March 20, 2012.

As of May 27, 2016, Martinez Arteta held the position of Specialized Professional after successfully completing the merit contests, and has been an administrative career employee since August 2018. Martinez Arteta was appointed Coordinator of the Group of Regulations and Technical Reports in May 2019. Since February 2020, Martinez Arteta is in charge of the Legal Advisory Office.
