Shared responsibility is defined as the ARN's relationship with other public sector entities, private sector actors, third sector, academia and international actors, at different levels of relationship, which allows to generate support, visibility and appropriation of the Reintegration and Reincorporation processes and policies, through the establishment of alliances that favor the people who participate in these processes, their families and the host communities, contributing to coexistence, reconciliation and non-stigmatization.

The Shared- Responsibility Group have undertaken to foster and materialize effective relationships with external actors in response to the needs of the populations with which the Agency works, in the international and national spheres. To this effect, we carry out actions to make the Agency more visible and well positioned, generating awareness that the success of the Reintegration and Reincorporation process depends in the involvement of all the actors in society.

It is divided into two lines: Strategic partnerships – which perfects partnerships with representatives of the private sector, the third sector and the academy; and, Cooperation and international affairs – which carries out actions with actors from various sectors in the international arena, such as Governments, Multilateral agencies and cooperation agencies.

Cooperation and International Relations

The European Union - EU

The EU has become consolidated as a strategic ally – both politically and financially – for stabilization and peacebuilding in Colombia. The EU's support for the implementation of the Final Agreement has been translated into concrete actions such as the creation of the European Fund for Peace, as a means of channeling cooperation resources from donor countries, and which has given decisive support to social and economic reincorporation of ex combatants. Budgetary Support has been further approved by the European Union and executed by the Government of Colombia for the implementation of the reincorporation policy on issues such as habitability and housing, early childhood care, development of productive projects, training in job skills and care for people with disabilities.

 The United Nations

Through its different agencies, the UN has supported the National Government in the implementation of the reincorporation policy through the development of economic reincorporation projects, the transformation strategy of the Former Territorial Spaces for Training and Reincorporation (ETCRs), early childhood, and strengthening the gender approach and other components of the reincorporation route. In addition, the United Nations Multidonor Fund has promoted processes aimed at strengthening the productive projects of people in the process of reincorporation.

FBA played a key role in designing the long-term reintegration process in 2007; alongside the Swedish Government FBA has also strengthened the Reintegration and Reincorporation processes in Colombia. Technical and financial support has allowed the implementation of cooperation projects and technical exchanges with countries such as the Democratic Republic of Congo, to hold international events such as the South-South Technical Cooperation Tours and courses on Disarmament, Demobilization and Reintegration (DDR) and gender – held by FBA.

Contributions have also been made for the design and implementation of ARN's Gender Approach Strategy and the participation of ARN as a member of the Integrated Disarmament, Demobilization and Reintegration Training Group (IDDRTG).
